I couldn't believe it but I was only able to press 'Allow' and something happen once I'd added a licence key to Fusion! However pressing 'Allow' did nothing and the button just remained there. The Security and Privacy window showed the message "System Software from Developer "VMware, Inc." was blocked from loading".
